Take a look at Quantum Research Group's site http://www.qprox.com. They make some
smart capacitive sensors that let you do all kinds of things from sensing
people to making an air-mouse over a keyboard.

Alas... QProx sensors are ALL touch based, the Air Mouse is a
virtual 2D touch sensor like a touch screen except it is on a plastic
surface, any plastic surface.
I know because I am trying to develop a hand wave sensor, just as
TI pull the plug on the TSL213 and TSL214 linear CCD sensors.
...... Toyota! (NZ joke).

I'm not sure about those particular parts, but much of TI's optoelectronics
line was recently spun off into a separate company (http://www.taosinc.com), NOT
just discontinued as all the distributors seem to be reporting.
