You might try Triscend.  http://www.triscend.com/  They are supposed to be
building system on chip devices.  These are single source devices so we
didn't look at them very closely.  But IIRC they had a fair amount of RAM on
the chip and enough gate-array to configure several peripheral devices.  It
may have had flash ROM, but I seem to remember the program memory and device
configuration loading from a serial device at power up.
