Well, That's the new NOTAM that allows restricted VFR flight, while the
discussion about rockets pre-dated that NOTAM since it was released last
night.

Also, that's a NOTAM- Notice to Airmen. Unmanned rockets tend not to have
airmen aboard, so they would be told not to fly via different channels.

Not saying that rockets are or aren't allowed, just that showing one NOTAM
that doesn't specifically say they aren't doesn't mean they are. Kind of
like many rulebooks- unless it specifically states that you can, you can't.

Actually, I always assume that if it doesn't specifically say you can't, you can.  SCCA rules aside, I always start from a totally unregulated state, then apply any currently applicable laws/rules/regs to arrive at what is permitted.  The only trick is knowing all the places to look for the "Thou shalt nots".
