i am looking for a tool to join 4 jpeg files together to a single jpeg
file, in a way like fineprint joins pages together to print them on a
single sheet of paper?
I need my photos printed as 2x3".
as my photo lab only supports 4x6" prints, I would like to send them
jpeg files, containing 4 pictures each, to be printed out on a 4x6"
photo paper. so I can cut it down to four 2x3" prints afterwards.
is there a tool that is able to do this in a very simple way?

Qimage does a great job of this. Get it at

The unregistered version will handle up to 8 or 10 images (I forget which)
per page.

Presumably you are using Windows, since you didn't specify.
You can do this with Windows Paint, although it is somewhat clumsy. In
fact, virtually any graphics program can do this, you simply need to plan it
out yourself. You will need to set the aspect ratio of the image you create
to map into 4x6, and then simply paste the 4 images onto the new image. You
might find that you need to leave a little extra on the edges for your
photo shop to bleed over the edge of the page, so you may want to test with
one before doing a batch. There are other programs that can make it a
little easier, but I think it's going to be a time-intensive exercise no
matter what, so if you have a lot of pictures to do, plan on spending some
time.
If you have more than a couple to print, it may be worthwhile to simply get
a newer printer. Windows Picture and Fax viewer, which I think has come
with Windows since Windows Me, is capable of printing your 2x3 images on
letter size or A4 paper, and the quality from recent inkjet printers is
quite good providing you use photo paper. Some of the newer HP printers
even guarantee permanance of the prints that is quite a bit better than
actual photographs. The paper and ink aren't cheap, but the printers are,
and it will be a bunch less work than preparing jpegs for your
photofinisher.

Nope - there is also a "print to file option". The mailing list also talks
about the various ICC profiles available for film printers at Costco,
Walmart and other large-scale outlets.
But a quick email to Mike Channey (Qimage's author) should get you going

Actually, I just re-read what you wrote. I don't think that Qimage
generates a new .JPG file, rather, it generates spool files appropriate for
the printer at the photo lab. Burn Qimage's output file(s) to a CD and
take that to the photo lab.
The quality of the resulting images is superb.
But it requires that you ask the photo lab which printer they are using
first. Common names that I've seen mentioned on the mailing list include:
Noritsu, Fuji, Kodak. Other list members use Qimage to generate files for
all of these.
