I know nothing about pocket pcs, so I am asking this before I spend any time researching it further:

If a Pocket PC runs Windows CE 3.0, would a DOS terminal emulator written for a desk top PC be able to work on the Pocket PC?

 WindowsCE is not Windows.  Application executables are different from the PC
versions, and there is a different executable for each processor base that runs CE.

There is a dos emulator for windows CE, though (do a google search).  It
should work on pocket PC, but it was meant to be used with the older CE
devices that have keyboards.  I haven't kept up with it, perhaps it's
been updated since.

Only emulates an 8086/80186, and of course anything doing direct access to
peripherals such as the timers and UART won't work.
