'[EE] Insulated TO220 OK for CE marking?'
Some TO220 devices are UL-listed, but do somebody know if that is good enough for CE compliance?
The distance from pin entry on case to plate if mounted normally is too short, but if we secure a distande from pin to plate, is the internal insulation OK - I don´t know the criteria or where to look for them.

Components are normally UL-Recognized, not UL-listed. I am
not a standard expert (called Norm Expert here) but I am
dealing with this from time to time through a standard
expert. CE mark is a different thing than UL even though
they may be related in some ways or another. It largely
depends on your product and the applicable standard. For
example, I am dealing with proximity switches which use
EN60947 and calls for other standards from within the
standard like EN50178. The voltage across, the pollution
degree and the isolation requirement (functional, basic or
reinforced) and other factors will decide the necessary
clearance and creepage distance. You'd better talk to a real
standard expert. Potential problem is that different
certification body and standard experts have different
interpretations sometimes. The standards are also evolving
from time to time.

You can always bend a pin if the required clearance or
creepage distance is not enough. I think the internal
insulation should be okay if it is rated for 250V operation
(I assume that you are dealing with high voltage, low
voltage is much easier) but I am not a Norm Expert.
