Today it's more like $3.35 but it's got so much
ethanol in it your mileage is worse than what you get
in other states. Even adjusting for that it's still
better than $5/gal.
By having higher costs, it does require higher
salaries. Hopefully it also has the effect of raising
salaries elsewhere.

Yes, I believe that. RF engineers are the most paid electronic
engineers I've seen.
An embedded developer can be made with a single computer, a developers
kit and some books...
To "make" a senior or middle-senior RF engineer you don't need only
time, you need a lot of money to buy expensive equipment that you cannot
build on your own.
Due to this RF engineers are "less common" than embedded software
developers, then they are better paid.
That's my thought and I work for an RF device company.

Actually, it just puts pressure on California companies to just build
and hire (or acquire) more in the fly-over states where office
buildings and engineers are cheaper.
Whether or not that leads to higher salaries in those areas is still a
matter of supply and demand in those areas.

I hear it does bring higher salary in certain places in Texas and New
York State.
They have other tricks as well. For example, H1. And if H1 is not
enough, there are other tricks. For example, they will bring
engineers from Visa Waiver countries and these engineers
will pay a 3-month business visit from time to time.
