What's the best way to attach the wires leading to
a 9V battery snap to a PCB?

Doesn't need TREMENDOUS flexibility (the rest of
the package is tight enough that it probably won't
shift too much), but it would be nice if we could
guarantee to some degree that after 30 or 40
battery changes, the leads don't tear off the board.

Smaller is better.  Current favored method is
insertion into PTH, solder, dab of hot glue.  I know
hot glue is...subpar.

Direct soldering of wires:

I layout the PCB so that there are two clear thruholes, sized for
the wire + insulation, near the solder points. At assembly.
the wire is fished through the holes THEN soldered into the
appropriate pad. This provides a simple way for the flying
lead to buffer shock and vibration. It's cheap and it works.

The problem with hot glue is that when the PCB heats to
running temperature, the glue loses its holding power. I
think "pookie" (RTV) is a better choice if you have no other
option.

Whenever I've made projects on stripboard that use PP3 type batteries, I thread the wires through a couple of holes to provide strain relief e.g. wires goes into a hole from component side, back up another hole and then into the hole into which it will be soldered.  As long as the holes are of a similar diameter to the wire, it holds very well.

For this sort of thing, if there is room, I like to go one step further and
put large rectangular (with rounded corners) pads on the board radially
disposed around the strain relief hole (in this case there might be a 30°
angle between the two pads). The wires are threaded through the hole
(make it as snug as possible without making it difficult to thread the
wires through), laid against the pads and soldered flat, with a nice big
blob of solder. You can tie a knot in the wires to get more strain
relief. Laying the wires against the pads that way prevents vibration
failures, there are no sharp transitions (like where the solder runs up
the wires) and no weak spots (and possible nicks where the stripping took
place are protected).

the simplest method is threading the leads through holes in the board before
they are soldered on (two 'bends' should be enough to stop them pulling out)

Drill a 3mm hole near the edge of the board, lead the battery wires
(both) 1 turn through the hole and around the nearby edge of the board.
The wires should not be taut on the board side (allow some slack).
