You are actually asking for two things: A redesign for SMT, and production manufacturing. Organizations that do the latter are called "contract manufacturers". There are many of them and prices are good right now because capacity is being underutilized. However, most contract manufacturers do just that, they manufacture. That means they want the complete specifications, and generally won't do engineering. Some work with local engineering houses for that, a few have some engineering capabilities in house, and many (particularly high volume low margin manufacturers in the far east) won't talk to you without full specs. We are an "engineering house" and work with several contract manufacturers, both local and in China.
