Hi, no that figure is way outside TTL or CMOS
gate spec. Normally people use a buffer IC,
like a ULN2003/ULN2008, that has 7 or 8 darlington
transistors inside a 14 pin or 16 pin chip.
Search the net for lots of info and sources
of these chips.
Other than that, maybe if you posted more about
what you are making we could help you better?

Not exactly. One part I use for this purpose is the 7445 BCD decoder which
can sink 80ma. However it's not a counter. So you'd have to provide it with
the 4 bit code of which line to sink.
I use them for LED displays.
