I'd look at using a CPLD from Xilinx or Altera. The MAX7000S series is ISP using JTAG. You can download free dev software from them that handles the low end devices, and build your own JTAG programmer that runs off the parallel port. True....Lattice does have the ISP versions of the chips. I just don't know about the programmer for these. I think the Lattice ISPs use JTAG, if not, it will be something similarly simple and I'm sure they document the protocol. I've worked with Lattice's ispGAL22V10 devices in the past and you can use their current software and download cable to program them.
