It's a current regulator. Laser diodes are very finiky about their drive current.
Too little, not output. Too much, instant meltdown.

I would suspect that an IR diode would be much better at burning at the same
power levels as the visible diodes.  Am I correct?  Anyone know of a source
for a low cost few hundred mW IR diode?

According to some of the /. comments on this story while DVD burners use
red CD burners use IR. I don't know what power they are though.
