Wow!  Considering that one can now purchase a reasonably good chromatic
tuner for under $20....

Then get one and try to let it tune your guitar... :)

Such "tuners" don't tune, whereas the device described in this paper does
tune.

Sorry if this was already discussed, I just saw this post.

I saw that Gibson had done this on a production guitar.
Maybe watching the video may give you some ideas...

I'd like one to fit over all 6 pegs of my Strat.  That would be nice.  
Drop D tuning please.  :-)

I'll need to read his thesis.  I can imagine little motors whirling away
turning the pegs.

Yeah, they had one on the Gadget Show the other night, here in the UK. Turn
the switch to select what key you it tuned to, give it a strum, and watch it
tune the strings.

Most uncanny ...
