A much better approach would be two synchronized camshafts driven by an
electric motor, probably with a reduction.

You will need a sensor to detect when the cutter is completely open, and
perhaps an encoder to control how much it closes.

The camshafts are much faster than the screw and much quieter than both
the screw and the solenoid.
