I never said 'sloppy code'. The point is that what is good depends on
the context. When I write example code for a first-year student I put in
comments that would be outight silly when the code was intended to be
read by a seasoned programmer. Likewise I will treat code that is
intended for a customers eyes differently from code that is for my eyes
only.

Good comments can not be written without a specific audience in mind
(same for slecting code constructs, same for selecting the programming
language).
